Open House to Discuss Preserving Historic Court House

KINGSTON, ONT. / Sept. 27, 2010 – Residents are invited to offer feedback at an upcoming open house to discuss the creation of a Commemorative Integrity Statement to guide the management of the Frontenac County Court House National Historic Site, at 21Court St, over the next 20 years.

The open house is set for 6:30 p.m. on Wednesday, Oct. 6 in the Wilson Room, of the Central Branch of the Kingston Frontenac Public Library, 130 Johnson St.

The City has hired Bray Heritage, working in association with Jennifer McKendry, André Scheinman, and Archaeological Services Inc. to help develop a Commemorative Integrity Statement (CIS) for this site.

The Frontenac County Court House was built 1855-58 and was designed by architect Edward Horsey in a Neoclassical style. After the 1874 fire, architect John Power redesigned the central dome on a drum lit by 16 arched windows with construction being undertaken by contractor George Newlands.

The Frontenac County Court House has a number of different heritage designations/protections including: a National Historic Site designation (1980); an easement held by the Ontario Heritage Trust (1989); and a Part IV Ontario Heritage Act Designation (1975). The property is also located in the proposed Old Sydenham Heritage Conservation District.

A CIS defines what is meant by commemorative integrity for a particular national historic site. It provides a baseline for planning, managing, operating, reporting and taking remedial action. It describes the place, its resources, values, objectives and messages in a way that reflects the richness of the national historic site. A CIS is meant to be valid over a period of at least twenty years.
