Kingston Road Closures & Delays: April 17 to 21

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

Reduced load restrictions are in effect in Kingston. Heavy trucks and loads are restricted on City roads, where posted, until April 30. These restrictions help reduce damage to roads in the spring.

LaSalle Causeway

Public Services and Procurement Canada (PSPC) wishes to advise motorists of a lane reduction on LaSalle Causeway for maintenance work during the following period:

      • Monday, April 4 to Tuesday, May 31

    During this period, the westbound lane will be reduced. Two flagpersons will be on site to direct traffic. Motorists should expect short delays.

Road Closures:

  • King St – Place D’Armes to The Tragically Hip Way – closed April 15 for The Glorious Sons bus and trailer parking at the Leon’s Centre.
  • King St. West – Front to Auld – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.
  • Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
  • Palace Road – Brock to Johnson – closed April 4 to May 6 for road reconstruction by K. Mulrooney Trucking Ltd.
  • Princess Street – Sydenham to Montreal – closed April 19 at 7 a.m. to April 22 at 5 p.m. for the installation of new water services.
  • Wright Crescent – South Intersection of Palace to 16 Palace – closed until Jan. 31, 2023 for construction staging for 11 Wight Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

Play Street/School Streets Initiative Closures

Play Street – Cheryl Place is closed using barricades staffed by KCAT to manage vehicle access/access to driveways. Closure repeats Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. until Aug. 26, 2022.

School Streets – These streets are closed 8:40 to 9:10 a.m. and 3:20 to 3:50 p.m. weekdays until June 29, 2022.
MacDonnell Street – Earl to Hill

Third Crossing roadwork:

John Counter Blvd from Montreal Street to Ascot Lane

  • Construction for this section will be from April to Fall of 2022.
  • Notifications have been sent to all south property owners via letters two weeks ago regarding John Counter access impacted by the work this year.
  • Two lanes will be maintained at all times on John Counter Blvd (JCB) for north property owner (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd.
  • Access from John Counter to Village on the River Apartments will be shutdown for approximately one month starting late April. These residents were notified to use their Montreal St access during the temporary closure to John Counter.
  • Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
  • Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.

Highway 15 and Gore Road

  • Minor construction activities will be expected for the week of April 18. There will be minimal traffic disruptions.
  • Access to the Pittsburgh Library will be maintained at all times.

General Notes

  • The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. Notification to 80 Gore Road Fire Station occurred April 13, 2022.  The cycling signals and road markings are anticipated to be completed in June to help cyclists and pedestrians cross the road.
  • The sidewalk on the north-east corner of Highway 15 – Gore intersection will be closed until late May/June. Please see sidewalk detour through Maclean Park in place to guide pedestrians.

The dates above will be subject to change depending on the weather.

Fibre Installation on Ontario Street:

Expect a lane closure from April 19 to May 27 on the following streets:

Ontario St. from Gore St. to Brock St.
Gore St. from King St. to Ontario St.
Earl St. from King St. to Ontario St.
William St. from King St. to Ontario St.
Johnson St. from King St. to Ontario St.
Clarence St. from King St. to Ontario St.
Brock St. from Ontario St. Easterly approximately 60 metres

Please note Signalized intersections will be maintained with Kingston Police. Traffic Control will be maintained by flag persons and one lane of traffic will be maintained. Where possible work will be completed in one block increments.

Other Delays:

  • Front Road and King Street West – Sand Bay Lane to Country Club Drive – expect a lane shift until Nov. 22, 2022 for the Portsmouth Pumping Station flow direction and Front Rd trunk Watermain interconnection. Please note lanes will be shifted but a lane in each direction will be maintained at all times.
  • Gore Road – Highway 15 to Dalgleish – expect a lane closure until July 29 for the upgrades to the Highway 15 and Gore Rd. intersection.
  • Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.
  • Highway 15 – Rose Abbey to Grenadier – expect a lane closure until July 29 for the upgrades to the Highway 15 and Gore Rd. intersection.
  • Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
  • Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
  • O’Connor Drive – between Reservoir Entrance to Kingston Fire & Rescue HQ North Entrance – expect a lane closure from 7 a.m. April 4 to 7 p.m. June 1 for the restoration of asphalt, curb and sod at this location.
  • Princess Street – between Westbrook and Collins Bay/Cataraqui Woods – expect a lane closure from Jan. 17 to April 30 from 7 a.m. to 5:30 p.m. each day for the installation of turtle fencing. Please note that flag persons will be on site managing the traffic and one lane of traffic will be maintained.
  • Princess Street – Sydenham to Montreal – expect a lane closure from 7 a.m. April 11 to 7 p.m. May 6, Len Corcoran will be installing new water services at 179 Sydenham St.

Sidewalks/Pathways:

  • Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
  • Ontario Street – Clarence to Market – Sidewalk on the east side of Ontario Street will be closed from April 18 to 22 for sidewalk reconstruction.
  • Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane.
