Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

LaSalle Causeway
Public Services and Procurement Canada (PSPC) wishes to advise motorists a lane closure on the LaSalle Causeway for maintenance work during the following period:
Thursday October 27th from 9:30 a.m. to 3 p.m.
During this period two flag persons will be on site to redirect traffic. The bridge will remain open to cyclists and pedestrians and marine traffic will not be affected during the lane closures.
PSPC encourages users to exercise caution when travelling on the bridge and thanks them for their patience.
Road Closures:
- Garrett Street – Division to University – closed until Nov. 20 for the installation of water, sewer and storm services.
- Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
- Stephen Street – Montreal to Patrick – closed until Oct. 31 for the installation of a new sanitary sewer system and road reconstruction.
- Stephen Street – Patrick to Cowdy – closed until Oct. 31 for the installation of a new sanitary sewer system and road reconstruction.
- University Avenue – Union to Earl – closed Oct. 3 at 7 a.m. to Jan. 21, 2023 at 7 p.m. for the removal of debris from demolition and concrete deliveries at the Queen’s John Deutsch University Centre project.
- Wellington Street – Brock to Princess – closed Oct. 25 from 7 a.m. to 2 p.m. for a crane setup on Wellington Street.
- Wright Crescent – South Intersection of Palace to 16 Palace – closed until Jan. 31, 2023 for construction staging for 11 Wright Cres. Please note that access to Wright Cres. will be through the North intersection of Wright Cres. at Palace Rd.
School Streets Initiative

The following streets are closed from 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. weekdays until June 29, 2023:
- MacDonnell Street – Earl to Hill
- Sydenham Street – Ordnance to Colborne
Third Crossing roadwork on Highway 15 at Gore
John Counter Blvd from Montreal Street to Ascot
- Above ground electrical work is taking place at the Ascot and John Counter Blvd intersection. In the case that a lane needs to be closed for construction proper flagging will be in place to direct traffic. Otherwise, both lanes will be open.
- Signage work is taking place along John Counter Blvd. In the case that a lane needs to be closed for construction proper flagging will be in place to direct traffic. Otherwise, both lanes will be open.
- Line painting will occur throughout the week, weather dependent. In the case that a lane needs to be closed for construction, proper flagging will be in place to direct traffic. Otherwise, both lanes will be open. Until the road painting/markings have been completed, lanes on John Counter will be delineated with traffic barrels.
- An additional left turn lane on the east and west sides of the John Counter Blvd/ Montreal St intersection will be opened. The advanced green light will remain bagged in the meantime. Follow the regular green light.
- In-water rock causeway removal will continue. There will be an increase in dump truck traffic on the west side until completion in December.
- Access from John Counter to Village on the River Apartments is currently shut down. These residents were notified to use their Montreal St access during this temporary closure to John Counter.
- Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
- Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.
Highway 15 and Gore Road
- Line painting will occur throughout the week, weather dependent. In the case that a lane needs to be closed for construction, proper flagging will be in place to direct traffic. Otherwise, both lanes will be open.
- Traffic signals at the intersection of Point St Mark at Gore Road will be operational in December 2022.
- Access through the south leg of Point St Mark at Gore Road remains closed until December 2022.
General Notes:
- Access to the library parking lot has been moved to the new entrance at Point Saint Mark.
- Access to the Pittsburgh Library parking lot will be maintained at all times.
- The cycling and pedestrian signals have been activated to assist cyclists and pedestrians in crossing the road at Gore Road and Hwy 15 intersection.
The dates above will be subject to change depending on weather.
Robert Bruce Garage Closure
- The Robert Bruce Memorial Parking Restoration project is scheduled to get underway the first week of August and will be closed on Friday, July 29 in preparation for the work to commence. The work is expected to conclude in late November.
- The work will take place throughout both levels of the building for structural rehabilitation and building envelop rehabilitation, upgrading of lighting and repair/replacement of railings and bollards. Both parking levels will be closed to the public for the duration of the project.
- There is parking availability at both the Chown and Hanson parking garages in the adjacent blocks to the east and west of the Robert Bruce.
Other Delays
- Front Road – Sand Bay Lane to Country Club Drive – expect traffic delays due to lane reduction to a single lane each direction until the end of 2022, as crews install a new water main and sanitary force main for Utilities Kingston.
- Highway 2 – 300 metres west of Abbey Dawn to 300 metres east of Abbey Dawn – expect a lane closure from Oct. 6 to Oct. 28 for a structural repair to a culvert.
- Highway 33 – east of Collins Creek Bridge to west of Coronation Blvd. – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
- Jackson Mills Road – near the K & P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
- Sand Hill Road – City Limits to 5 km West of City Limit – expect delays from September 19 to November 16 as crews will be working on completing culvert replacing, road grading and paving.
Sidewalks/Pathways
- Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Ave. and Yonge St. and east of Lakewatch Ln.
