Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Road Closures:
- Alfred Street – Pine to Adelaide – closed from Sept. 27 at 7 a.m. to Oct. 3 at 7 p.m. for the Utilities Kingston reconstruction project on Stanley St.
- Garrett Street – Division to University – closed Aug. 29 to Oct. 16 for the installation of water, sewer and storm services.
- King Street – Place D’Armes to The Tragically Hip Way – closed Sept. 27 to Sept. 28 at 2 a.m. for the Ringo Starr event at the Leon’s Centre.
- Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
- MacDonnell Street – Brock to Johnson – closed Sept. 26 to Sept. 28 from 7 a.m. to 7 p.m. each day to facilitate sewer pipe rehabilitation for Utilities Kingston.
- Stephen Street – Montreal to Patrick – closed until Oct. 31 for the installation of a new sanitary sewer system and road reconstruction.
- Stephen Street – Patrick to Cowdy – closed until Oct. 31 for the installation of a new sanitary sewer system and road reconstruction.
- The Tragically Hip Way – King to Ontario – closed Sept. 30 from 3 p.m. to 7 p.m. for the Kingston Frontenac’s 50th Anniversary.
- Toronto Street – Brock to Johnson – closed Sept. 26 to Sept. 28 from 7 a.m. to 7 p.m. each day to facilitate sewer pipe rehabilitation for Utilities Kingston.
- Wright Crescent – South Intersection of Palace to 16 Palace – closed until Jan. 31, 2023 for construction staging for 11 Wright Cres. Please note that access to Wright Cres. will be through the North intersection of Wright Cres. at Palace Rd.
School Streets Initiative

The following streets are closed from 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. weekdays until June 29, 2023:
- MacDonnell Street – Earl to Hill
- Sydenham Street – Ordnance to Colborne

John Counter Blvd from Montreal Street to Ascot
-Aboveground Electrical work will be taking place at the Ascot and John Counter Blvd (JCB) intersection. In the case that a lane needs to be closed for construction proper flagging will be in place to direct traffic. Otherwise, both lanes will be open.
-Signage work will be taking place along John Counter Blvd. In the case that a lane needs to be closed for construction proper flagging will be in place to direct traffic. Otherwise, both lanes will be open.
-Road markings on John Counter won’t be in place until all the paving is completed, mid-October. Lanes on John Counter will be delineated with traffic barrels until road painting can occur.
-Causeway removal will continue. There will be an increase in dump truck traffic on the west side until completion in December.
-Access from John Counter to Village on the River Apartments is currently shut down. These residents were notified to use their Montreal St access during this temporary closure to John Counter.
-Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
-Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.
Highway 15 and Gore Road
-Construction work will continue in this intersection, weather dependent. Two lanes will be maintained at all times but delays can be expected.
-Traffic signals at the intersection of Point St Mark at Gore Road will be operational in December 2022.
-Access through the south leg of Point St Mark at Gore Road remains closed until December 2022.
General Notes:
-Access to the library parking lot has been moved to the new entrance at Point Saint Mark.
-Access to the Pittsburgh Library parking lot will be maintained at all times.
-The cycling and pedestrian signals have been activated to assist cyclists and pedestrians in crossing the road at Gore Road and Hwy 15 intersection.
-The dates above will be subject to change depending on weather.
Robert Bruce Garage Closure:
The Robert Bruce Memorial Parking Restoration project is scheduled to get underway the first week of August and will be closed on Friday, July 29 in preparation for the work to commence. The work is expected to conclude in late November.
The work will take place throughout both levels of the building for structural rehabilitation and building envelop rehabilitation, upgrading of lighting and repair/replacement of railings and bollards. Both parking levels will be closed to the public for the duration of the project.
There is parking availability at both the Chown and Hanson parking garages in the adjacent blocks to the east and west of the Robert Bruce.
Other Delays:
- Brock Street – Toronto to MacDonnell – expect a lane closure Sept. 26 to Sept. 28 from 7 a.m. to 7 p.m. each day to facilitate sewer pipe rehabilitation for Utilities Kingston.
- Front Road – Sand Bay Lane to Country Club Drive – expect traffic delays due to lane reduction to a single lane each direction until the end of 2022, as crews install a new water main and sanitary force main for Utilities Kingston.
- Highway 33 – east of Collins Creek Bridge to west of Coronation Blvd. – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
- Jackson Mills Road – near the K & P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
- Johnson Street – Barrie to Clergy – expect a lane closure until Oct. 3 for masonry work taking place at the St. Mary’s Cathedral.
- Johnson Street – at MacDonnell – expect a lane closure from Sept. 26 to Sept. 28 from 7 a.m. to 7 p.m. each day to facilitate sewer pipe rehabilitation for Utilities Kingston.
- MacDonnell Street – Earl to Johnson – expect a lane closure Sept. 24 from 7 a.m. to 7 p.m. to facilitate sewer pipe rehabilitation for Utilities Kingston.
- Sand Hill Road – City Limits to 5 km West of City Limit – expect delays from September 19 to November 16 as crews will be working on completing culvert replacing, road grading and paving.
Sidewalks/Pathways:
- Dunham Park – Crews will be in the park until Sept. 30 replacing a portion of the pathway from Dunham St. heading north on the pathway, this work will also include a culvert upgrade.
- Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Dr. may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
- Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Ave. and Yonge St. and east of Lakewatch Ln.
Ministry of Transportation:
Please be advised that Highway 401 Eastbound and Westbound near Napanee Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday May 16, 2022 to Wednesday Oct. 5, 2022.
Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Rd. to 1.0 km East of County Rd. 6 near Napanee ON.
