Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:
Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.
Road Closures:
- Ellerbeck Street – King to Davidson – closed August 15 from 7 a.m. to 4p.m. for roadway reconstruction.
- Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
- Lower Union Street – Ontario to King – will be closed to through traffic from July 4 to August 12 to replace gas mains and services in the area.
- Ontario Street – Market to Brock – closed August 13 from 5 a.m. to 8 p.m. for the Almost Home 30th Anniversary Celebration Event.
- Stephen Street – Montreal to Patrick – closed from Aug. 2 to Sept. 2 for installation of sanitary sewer system and road reconstruction.
- Stuart Street – Lower Union to George – closed August 13 from 5 a.m. to 8 p.m. for a crane setup to lift an elevator motor to the penthouse of KGH.
- Sydenham Street – Princess to Queen – closed every Saturday from 9 a.m. to 3 p.m. until September 3 for the Sounds of Sydenham.
- Victoria Street – Brock to Mack – closed beginning August 15 at 7 a.m. to August 25 at 7 p.m. for the installation of new sanitary sewer system and road reconstruction work.
- Wright Crescent – South Intersection of Palace to 16 Palace – closed until January 31, 2023 for construction staging for 11 Wight Cres. Please note that access to Wright Cres. will be through the North intersection of Wright Cres. at Palace Rd.
Third Crossing roadwork on Highway 15 at Gore:

- John Counter Blvd from Montreal Street to Ascot
- Two lanes will be maintained on Ascot Lane, when reduced to one lane, flagging and additional traffic control will be provided.
- Two lanes will be maintained on John Counter Blvd. (JCB), when reduced to one lane, flagging and additional traffic control will be provided for north property owner (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd.
- The gravel driving surface on John Counter has been reduced to the intersection at Ascot Lane and will include a short portion of Ascot Lane and will remain until paving can occur. The gravel surface is being groomed on a frequent basis to reduce potholing and maintain drivability.
- Road markings on John Counter won’t be in place until all the paving is completed. Lanes on John Counter will be delineated with traffic barrels until road painting can occur.
- Access from John Counter to Village on the River Apartments is currently shut down until approximately end of August. These residents were notified to use their Montreal St access during this temporary closure to John Counter.
- Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
- Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.
Highway 15 and Gore Road:
Construction work will continue in this intersection, weather dependent. Two lanes will be maintained at all times but delays can be expected.
General Notes:
- Access to the library parking lot has been moved to the new entrance at Point Saint Mark.
- Access to the Pittsburgh Library parking lot will be maintained at all times.
- The cycling and pedestrian signals have been activated to assist cyclists and pedestrians in crossing the road.
- The dates above will be subject to change depending on weather.
Robert Bruce Garage Closure
The Robert Bruce Memorial Parking Restoration project is scheduled to get underway the first week of August and will be closed on Friday, July 29 in preparation for the work to commence. The work is expected to conclude in late November.
The work will take place throughout both levels of the building for structural rehabilitation and building envelop rehabilitation, upgrading of lighting and repair/replacement of railings and bollards. Both parking levels will be closed to the public for the duration of the project.
There is parking availability at both the Chown and Hanson parking garages in the adjacent blocks to the east and west of the Robert Bruce.
Other Delays:
- Fort Henry Drive – RMC Entrance (South of HWY2) to 400m North of Forth Henry Parking Lot – northbound lane closure from Aug. 2 to Aug. 19 for new gravity sewer installation along the east shoulder of Fort Henry Drive.
- Front Road – Sand Bay Lane to Country Club Drive – expect traffic delays due to lane reduction to a single lane each direction until the end of 2022, as crews install a new watermain and sanitary forcemain for Utilities Kingston.
- Glen Cove Street – Lashford to Prince Charles – Expect delays as crews will be working August 15 to August 19 to complete road resurfacing.
- Glenmore Avenue /Lashford Street/ Centre Street/ Cross Street/Britt Street/Lea Place – Centre to Collins Bay – expect delays from August 15 to August 19 to complete road resurfacing.
- Highway 33 – east of Collins Creek Bridge to west of Coronation Blvd. – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
- Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
- Montreal Street – at Stephen – expect delays from August 17 to 19 for construction on Stephen Street.
- Norman Rogers Drive – Mulcaster to Roden – expect a lane closure from July 18 to August 31, from 7 a.m. to 4:30 p.m. as contractors install new gas mains and services.
- Ontario Street – at Lower Union – expect reduced lanes of traffic in both directions until August 19 to replace gas mains and services in the area.
- Princess Street – Sydenham to Montreal – expect a lane closure in the north as crews complete a concrete pour at 223 Princess St.
- Queen Street – Sydenham to Montreal – expect a lane closure (eastbound lane) from 7 a.m. to 12 p.m. to accommodate construction truck deliveries and complete a concrete pour
- River Ridge Estates – River Ridge, Foxdale, Woodmouth, Heathcliffe – expect delays from July 18 to September 3 as crews will be working on completing culvert replacing, road grading and paving.
Sidewalks/Pathways :
- Dunham Park – Crews will be in the park until September 30 replacing a portion of the pathway from Dunham St. heading north on the pathway, this work will also include a culvert upgrade.
- Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Dr. may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
- Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Ave. and Yonge St. and east of Lakewatch Ln.
- Rideau Trail – Sherwood to Queen Mary – closed until August 31 at 5:30 p.m. for crews to replace sanitary main, install shoring and build a new gravel pathway.
Ministry of Transportation:
Please be advised that Highway 401 Eastbound and Westbound near Napanee Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday May 16, 2022 to Wednesday October 5, 2022.
Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Rd. to 1.0 km East of County Rd. 6 near Napanee ON.
