Kingston Road Closures & Delays: June 20 to 23

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

LaSalle Causeway:

Public Services and Procurement Canada (PSPC) wishes to advise motorists of a lane reduction on LaSalle Causeway for maintenance work during the following period:

  • Monday, April 4 from to mid-June

During this period, there will be a lane closure will be taking place. Motorists should expect delays.

From Monday, April 18, 2022, until mid-June 2022, Public Services and Procurement Canada (PSPC) will have flaggers to direct traffic during rush hour as per public comments to PSPC.

The days and hours that the flaggers will be there are Monday to Friday, excluding holidays as follows:

– 7 to 9:30am
– 3 to 6 pm

Road Closures :

  • King Street – Place D’Armes to The Tragically Hip Way – closed June 20 to 23 from 7:30 a.m. to 6 p.m. each day and June 24 from 7:30 a.m. to June 25 at 2 a.m. for Queen’s University Convocation.
  • King St. West – Front to Auld – closed until June 29 the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.
  • Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
  • Wright Crescent – South Intersection of Palace to 16 Palace – closed until Jan.31, 2023 for construction staging for 11 Wight Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

Play Street/School Streets Initiative Closures:

Play Street 

– Cheryl Place is closed using barricades staffed by KCAT to manage vehicle access/access to driveways. Closure repeats Tuesdays 6 to 7 p.m. until June 27, 2022

School Streets –

– Sydenham Street – Colborne to Ordnance – closed from 8:40 to 9:10 a.m. and 3:20 to 3:50 p.m. on June 21.
– MacDonnell Street – Earl to Hill – is closed from 8:40 to 9:10 a.m. and 3:20 to 3:50 p.m. weekdays until June 29.

Third Crossing roadwork on Highway 15 at Gore : 

John Counter Blvd from Montreal Street to Ascot Lane

  • Paving operations will be occurring. Two lanes will be maintained on John Counter (JCB), when reduced to one lane, flagging and additional traffic control will be provided for north property owner (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd.
  • The gravel driving surface on John Counter is a temporary but necessary measure as a holdover until paving can occur.  The gravel surface is being groomed on a frequent basis to reduce potholing and maintain drivability.
  • Access from John Counter to Village on the River Apartments is currently shut down until approximately end of June. These residents were notified to use their Montreal St access during this temporary closure to John Counter.
  • Line painting will occur in off hours in the intersection of Highway 15 and Gore Road. Delays can be expected.

Highway 15 and Gore Road

  • Construction work will continue in this intersection, weather dependent. Two lanes will be maintained at all times, but delays can be expected.
  • Access to the library parking lot has been moved to the new entrance at Point Saint Mark.
  • Access to the Pittsburgh Library parking lot will be maintained at all times.
  • Line painting will occur in off hours in the intersection of Highway 15 and Gore Road. Delays can be expected.

General Notes:

  • The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. The cycling signals and road markings are anticipated to be completed in June to help cyclists and pedestrians cross the road.
  • The sidewalk on the north-east corner of Highway 15 – Gore intersection will be closed until late May/June. Please see sidewalk detour through Maclean Park in place to guide pedestrians
  • The dates above will be subject to change depending on weather.

Other Delays:

* Brewers Mills Road – Highway 15 to Pine Grove – Expect delays from June 20 to 24 as crews will be pulverizing, re-grading and surface treating the road.
* Cross Street/Glenmore Avenue/Lashford Street – Centre to Collins Bay – Expect delays as crews will be working June 20 to 24 removing and replacing driveway culverts in preparation for road resurfacing.
* Front Road and King Street West – Sand Bay Lane to Country Club Drive – expect a lane shift until Nov. 22, 2022, for the Portsmouth Pumping Station flow direction and Front Rd trunk Watermain interconnection. Please note lanes will be shifted but a lane in each direction will be maintained at all times.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* Johnson Street – Bagot to Wellington – expect a lane closure June 10 from 9 a.m. to 2 p.m. for City of Kingston forestry crews to remove a City Tree at 131 Johnson Street.
* Johnson Street – Victoria to Palace – expect minor traffic disruptions until July 8. This is for restoration work related to renewing aging water and wastewater infrastructure.

* Palace Road – Johnson to Brock – expect minor traffic disruptions until July 8. This is for restoration work related to renewing aging water and wastewater infrastructure.
* Portsmouth Avenue – Mohawk to Old Quarry – Expect a lane closure from June 7 at 7 a.m. to June 8 at 7 p.m. to complete construction on a sewer.
* Princess Street – Bagot to Wellington – expect a lane closure May 30 to June 3 from 7 to 10 a.m. each day for fixture deliveries to 145 Princess St.
* Princess Street – at Parkway – expect a lane closure from June 15 to 17 from 6 p.m. to 7 a.m. each night for crews to complete reinstatement of asphalt.

* O’Connor Drive – expect minor traffic disruptions due to lane closures, on June 27 to July 8. A contractor is reinstalling asphalt after the completion of a dig behalf of Utilities Kingston
* Rideau Street – Cataraqui to Montreal – expect a lane closure June 14 from 9 a.m. to 3 p.m. to complete monitoring of monitoring wells that are located in the road.
* Woodbine Road – Woodbine & Collins Bay – Expect delays at the Woodbine Road and Collins Bay Road intersection, for sewer force main construction. Lane closures and reductions/shifting will be in place until early July to help facilitate construction by a contractor, on our behalf.

Sidewalks/Pathways  :

* Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* Henderson Boulevard – Chelsea to Glen Castle – expect a sidewalk closure June 20 to 24 while crews work on adding additional transit stops on both sides of Henderson Blvd.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane.
* Queen Street – Montreal to Wellington – expect a sidewalk closure from June 20 to 24 as various sections of sidewalk within these blocks will be reconstructed.
* City Park – Construction to restrict vehicles from parking or driving on the former ring road without authorization will commence this Spring. Pathways may be closed during construction. The former ring road will remain open to pedestrians and cyclists after the improvements.

Parking:

Ontario Brock Lot – closed June 17. Adequate 24-hour parking is available at the Hanson Memorial parking garage located at 105 Brock St during this closure.

Ministry of Transportation:

Please be advised that Highway 401 Eastbound and Westbound near Napanee Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday, May 16 to Wednesday, October 5.

Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1.0 km East of County Road 6 near Napanee ON.
