Kingston Road Closures & Delays: May 30 to June 2

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

LaSalle Causeway:

Public Services and Procurement Canada (PSPC) wishes to advise motorists of a lane reduction on LaSalle Causeway for maintenance work during the following period:

  • Monday, April 4 to Tuesday, May 31

During this period, there will be a lane closure will be taking place. Motorists should expect delays.

From Monday, April 18 until Monday, May 31, Public Services and Procurement Canada (PSPC) will have flaggers to direct traffic during rush hour as per public comments to PSPC.

The days and hours that the flaggers will be there are Monday to Friday, excluding holidays as follows:

7 to 9:30am
3 to 6 pm

Road Closures:

* Albert Street – Brock to Johnson – Closed June 2 from 7 a.m. to 3 p.m. for sewer construction on Albert St.
* Albert – Johnson to Birch – Closed June 2 from 7 a.m. to 3 p.m. for sewer construction on Albert St.
* Clergy Street – Princess to Brock – closed June 1 from 9 a.m. to 5 p.m. for the use of a crane to lift units to a roof top.
* Greer Street – Montreal to Shaw – closed May 31 from 7 a.m. to 3 p.m. for Utilities Kingston to install a new gas service.
* King St. West – Front to Auld – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.
* Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
* Palace Road – Brock to Johnson – closed until June 10 for road reconstruction by K. Mulrooney Trucking Ltd.
* Wright Crescent – South Intersection of Palace to 16 Palace – closed until January 31st, 2023 for construction staging for 11 Wight Cres. Please note that access to Wright Cres will be through the North intersection of Wright Cres at Palace Rd.

Play Street/School Streets Initiative Closures:

Play Street – Cheryl Place is closed using barricades staffed by KCAT to manage vehicle access/access to driveways. Closure repeats Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. until Aug. 26, 2022.

School Streets – These streets are closed 8:40 to 9:10 a.m. and 3:20 to 3:50 p.m. weekdays until June 29, 2022.

Third Crossing roadwork on Highway 15 at Gore : 

John Counter Blvd from Montreal Street to Ascot Lane

* Two lanes will be maintained on John Counter Blvd (JCB) for north property owner (River Park) and south property owners 919 Montreal Street and 646 John Counter Blvd. When reduced to one lane with flagging, additional traffic control will be provided.
* The gravel driving surface on John Counter is a temporary but necessary measure as a holdover until paving can occur.  The gravel surface is being groomed on a frequent basis to reduce potholing and maintain drivability.
* Access from John Counter to Village on the River Apartments is currently shut down until approximately end of June. These residents were notified to use their Montreal St access during this temporary closure to John Counter.
* Pedestrians will be able to use the temporary access path north of JCB which will be maintained at all times.
* Cyclists will be single file on JCB. Proper construction signage for cyclists will be provided.

Highway 15 and Gore Road

* Construction work will continue in this intersection. Two lanes will be maintained at all times but delays to be expected.
* Access to the Pittsburgh Library parking lot will be maintained at all times.
* Parking spots may be reduced on the west side of the existing library parking lot for paving on the week of May 30 – June 3. Parking on the east side of the library parking lot will be maintained and spotters will be present to guide pedestrians and vehicles for alternative parking along the south side of Gore Road.
* Paving adjacent to sidewalks will be occurring, a spotter will be in place to direct pedestrians accordingly.

General Notes:

* The permanent traffic signals at the Highway 15 and Gore Road intersection have been officially activated. The cycling signals and road markings are anticipated to be completed in June to help cyclists and pedestrians cross the road.
* The sidewalk on the north-east corner of Highway 15 – Gore intersection will be closed until late May/June. Please see sidewalk detour through Maclean Park in place to guide pedestrians

The dates above will be subject to change depending on weather.

Other Delays:

* Brass Drive – Arnold to the end of Brass – Expect delays May 30 to June 3 as crews will be working on the removal and replacement of existing road culvert at the end of Brass Drive near the K&P Trail.
* Centre Street – Hillview to North End limit of Centre – Expect delays as crews will be working May 30 to June 3 removing and replacing driveway culverts in preparation for road resurfacing.
* Front Road and King Street West – Sand Bay Lane to Country Club Drive – expect a lane shift until November 22, 2022 for the Portsmouth Pumping Station flow direction and Front Rd trunk Watermain interconnection. Please note lanes will be shifted but a lane in each direction will be maintained at all times.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* Princess Street – Bagot to Wellington – expect a lane closure May 30 to June 3 from 7 a.m. to 10 a.m. each day for fixture deliveries to 145 Princess St.
* O’Connor Drive – between Reservoir Entrance to Kingston Fire & Rescue HQ North Entrance – expect a lane closure from 7am April 4 to 7pm June 1 for the restoration of asphalt, curb and sod at this location.

Sidewalks/Pathways:   

* Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* Henderson Boulevard – Chelsea to Glen Castle – expect a sidewalk closure May 30 to June 3 while crews work on adding additional transit stops on both sides of Henderson Blvd.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane.
* Queen Street – Montreal to Wellington – expect a sidewalk closure from May 30 to June 3 as various sections of sidewalk within these blocks will be reconstructed.

Ministry of Transportation

Please be advised that Highway 401 Eastbound and Westbound near Napanee Ontario, will be impacted due to construction activities including culvert replacement/rehabilitation, structural rehabilitation and paving operations, beginning on Monday May 16th, 2022 to Wednesday October 5th, 2022.

Fidelity Engineering & Construction Inc. is the General Contractor performing the construction activities for the Ministry of Transportation under Contract 2021-4081. Highway 401 will be impacted by these construction activities from 1.4 km East of Palace Road to 1.0 km East of County Road 6 near Napanee ON.
