Kingston Road Closures & Delays: Sept 26 to Oct 1

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

* Between Traffic Reports, check CityofKingston.ca/RoadClosures for updates.
* Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

Road Closures:

* Albert Street – Stuart to King – closed 7 a.m. Sept. 27 to 6 p.m. on Oct. 1 to accommodate installation of sewers and water services.
* Campbell Crescent – 56 to 70 Campbell – closed 7 a.m. to 7 p.m. on Sept. 30 for sewer rehabilitation work.
* Clergy Street – Ordnance to Colborne – closed 9 a.m. to 11 a.m. on Sept. 26 to accommodate staging for the Kingston Pride Parade.
* Garrett Street – near Division – closed until the end of September for construction staging for development projects on Division and Garrett. Local access is available via University.

* Gardiners Road – Princess to Fortune (south) – expect nighttime closures 7 p.m. to 6 a.m.
* Gibson Avenue – At Johnson – closed until Oct. 1 for installation of underground infrastructure by a contractor on behalf of Utilities Kingston
* Helen Street – Brock to Johnson – closed until Oct. 1 for installation of underground infrastructure by a contractor on behalf of Utilities Kingston.

* Johnson Street:

  • Gibson (west corner) to Sir John A. Macdonald – will be closed Oct. 4 to 30 to accommodate road reconstruction work by Utilities Kingston
  • Oakridge to Helen – closed through Oct. 1 for installation of underground infrastructure by a contractor on behalf of Utilities Kingston.

* King St. West – At Front Road – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain Phase 2 project.
* Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the winter.
* Market Street – Ontario to King – closed until Oct. 31 to accommodate Love Kingston Marketplace.

* Princess Street – At Parkway – Expect delays Oct. 4 to 24, for construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Rideau Street – Cataraqui to Charles – closed until 4:30 p.m. Oct. 1 to allow for construction of a gas main by a contractor on behalf of Utilities Kingston. Motorists can access Cataraqui Street via Rideau Street coming from the Montreal and Railway intersection.

Play Street and School Streets Initiative Closures

The following streets will be closed on a re-occurring basis as part of the Kingston Coalition for Active Transportation’s (KCAT’s) ‘School and Play Street’ initiative. Questions? Contact KCAT at playstreetygk@gmail.com or schoolstreetygk@gmail.com

* Play Street – Cheryl Place is closed using barricades staffed by KCAT to manage vehicle access/access to driveways. Closure repeats Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. until Aug. 26, 2022.

* School Streets (https://ltpfkingston.com/) – These streets are closed 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. weekdays until June 29, 2022.

    • MacDonnell Street – Earl to Union
    • Hill Street – MacDonnell to Napier

Expect delays on Highway 15

Expect delays on Highway 15 as the City and Utilities Kingston improve active transportation and upgrade infrastructure. Work is being coordinated to manage traffic flow. Third Crossing roadwork on Highway 15 at Gore

* The roadwork related to the Third Crossing is being coordinated outside of rush hour from 9 a.m. to 3 p.m. There may be some extended work hours and work during rush-hour (short-term).
* Lane reductions at Highway 15 and Gore Road will be minimized.
* Traffic control and pedestrian plans are being implemented and include signs and onsite traffic controllers.
* Work continues until the end of 2021.
* Review new designs of the east shore roadwork on the Third Crossing website.

Utilities Kingston work along Highway 15

Utilities Kingston has modified controls to improve traffic concerns related to its work to install a trunk water main:

* Construction is underway:

    • From Barriefield to north of Grenadier.
    • At Point St. Mark – expect a lane reduction Oct. 2 to 8.

* Expect delays until November.
* Portable traffic control signals have been removed and flaggers are now present to allow for improved flow of traffic.

Highway 15 southbound lane closures – Woodburn to Hughes

The Ministry of Transportation, via https://511on.ca, advises to expect long-duration lane closure with flaggers on Highway 15 from Woodburn to Hughes through Sept. 27.

Other Delays:

* Cataraqui Woods Drive – Gardiners to Clyde – expect lane closures 7 a.m. to 7 p.m. the week of Sept. 27 to accommodate paving.
* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours into the fall as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.

* Front Road and King Street West – Sand Bay Lane to Country Club Drive – Expect significant delays due to east- and west-bound lane restrictions through 2022. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.

* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.
* Henderson Boulevard – Bayridge to Days – expect delays continuing Sept. 27 to Oct. 1 as crews construct a multi-use path on the north side of Henderson.
* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone.

* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* Johnson Street – MacDonnell to Victoria – expect lane restrictions until Sept. 30 to allow for pavement repairs.

* King St. West – Sand Bay Lane to Country Club Drive – expect significant delays due to east and westbound lane restrictions through 2021. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* Kingscourt Avenue – First to Third – expect delays continuing Sept. 27 to Oct. 1 as crews prepare the roadway to be paved.

* La Salle Causeway – Public Services and Procurement Canada (PSPC) advises of overnight lane closures. One lane will remain open for alternating traffic. Flaggers will direct traffic and motorists should expect short delays:

  • 6 p.m. Sept. 27 to 6 a.m. on Sept. 28
  • 6 p.m. Sept. 28 6 pm to 6 a.m. Sept. 29.

* Nelson Street – First to Third – expect delays continuing Sept. 27 to Oct. 1 as crews prepare the roadway to be paved.
* O’Conner Drive – Reservoir entrance to Kingston Fire & Rescue north entrance – expect a land closure Sept. 27 to Dec.1 to accommodate installation of a new trunk water main by a contractor on behalf of Utilities Kingston.

* Rideau Street – Northbound from Cataraqui to Montreal – expect delays 6 a.m. to 4:30 p.m. until Oct. 8 to allow Utilities Kingston crews to replace a gas main.
* Sydenham Road – Horning to Sumac – expect daytime lane closures the week of Sept. 27 and continuing through mid-October to accommodate microsurfacing.

Sidewalks/Pathways:  

* Grenadier Drive – at Windfield Crescent – The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* Henderson Boulevard – Bayridge to Days (north side) – expect limited access to the sidewalk through October as crews construct a new multi-use pathway.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has closed access to the pathway at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane.
