Kingston Road Closures & Delays: September 12 to 17

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

* Between Traffic Reports, check CityofKingston.ca/RoadClosures for updates.
* Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

School and Play Street Initiative Closures

The following streets will be closed on a re-occurring basis as part of the Kingston Coalition for Active Transportation’s (KCAT’s) ‘School and Play Street’ initiative.

* Play Street – Cheryl Place will be closed using barricades and will be staffed by KCAT which will manage essential vehicle access and access to driveways. This closure reoccurs Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. until Aug. 26, 2022.

* School Streets – These streets will be closed on school days from 8:40 a.m. to 9:10 a.m. and 3:20 p.m. to 3:50 p.m. starting until June 29, 2022. Inquiries can be directed to KCAT at schoolstreetygk@gmail.com (mailto:schoolstreetygk@gmail.com) .

  • MacDonnell Street – Earl to Union
  • Hill Street – MacDonnell to Napier

* Play Street – Cheryl Place will be closed using barricades and will be staffed by KCAT which will manage essential vehicle access and access to driveways. This closure will reoccur on Tuesdays 6 to 7 p.m. and Saturdays 1 to 3 p.m. from Sept. 7, 2021 to Aug. 26, 2022.

Other Road Closures:

* Garrett Street – near Division – closed until the end of September for construction staging for development projects on Division and Garrett. Local access is available via University.
* Gardiners Road – Princess to Fortune (south) – expect nighttime closures 7 p.m. to 6 a.m.

* Johnson Street:

  • Oakridge to Helen – closed until Sept. 17 for road reconstruction.
  • College to Sir John A. Macdonald – closed until Oct. 22 for road reconstruction

* King St. West – at intersection of Front Road – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain interconnection Phase 2 project.
* Lower Brewers Swing Bridge – closed until further notice. Parks Canada is continuing its efforts to replace the bridge over the upcoming winter.

* Market Street – Ontario to King – closed until Oct. 31 to accommodate Love Kingston Marketplace.
* Orser Road – Highway 38 to Stage Coach – closed 8 a.m. to 2 p.m. on Sept. 14 to allow for replacement of culverts. Vehicles will be able to pass using one lane until the last school bus passes through. The roadway will then be fully closed.

Delays:

* Cataraqui Woods Drive – Gardiners to Clyde – expect lane closures 9 a.m. to 3 p.m.
* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours into the fall as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.

* Front Road and King Street West – Sand Bay Lane to Country Club Drive – Expect significant delays due to east- and west-bound lane restrictions through 2022. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.
* Henderson Boulevard – Bayridge to Days – expect delays Sept. 13 to 17 as crews construct a new multi-use path on the north side of Henderson.

* Highway 15:

  • Expect minor delays due to lane reductions to accommodate road and active transportation infrastructure improvements. Lane reductions will take place outside of rush hour, if possible. Details: Third Crossing website.
  • Gore Road to Highway 2 – expect delays until November to allow installation of a trunk water main by a contractor on behalf of Utilities Kingston.
  • At Grenadier – expect daily northbound and southbound lane closures 7 a.m. to 5:30 p.m. through Sept. 10 for installation of a water main.
  • Grenadier to Rose Abbey – expect daily lane closures 7 a.m. to 7 p.m. until Sept. 24 to accommodate installation of a water main.
  • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays while crews complete work associated with the road-widening project, turtle-fencing and water mains.
* Johnson Street – MacDonnell to Victoria – expect lane restrictions Sept. 7 to 30 to allow for pavement repairs.

* King St. West – Sand Bay Lane to Country Club Drive – expect significant delays due to east and westbound lane restrictions continuing through 2021. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* Kingscourt Avenue – at Kirkpatrick intersection and Ruskin to Brant/Lyon – expect delays 7 a.m. to 7 p.m. daily through Aug. 27 to allow for milling and paving of the asphalt and sidewalk reconstruction at the intersection.

* Princess Street – At Parkway – expect lane closures until Sept.17 from 7 p.m. to 7 a.m., nightly, to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Rideau Street – Northbound from Cataraqui to Montreal – expect delays 6 a.m. to 4:30 p.m. daily Sept. 13 to Oct. 8 to allow Utilities Kingston crews to replace a gas main.
* Weller Avenue – Montreal to Daly – expect delays and lane closures until mid-September to allow a contractor on behalf of Utilities Kingston to replace a gas main in the area.

Sidewalks/Pathways:

 Pittsburgh Branch – Kingston Frontenac Public Library Parking Lots

By mid-September, the Highway 15 parking lot for the Kingston Frontenac Public Library branch at 80 Gore Rd. will be permanently closed. This will occur once the new curb and sidewalk work starts at the north-west corner of Highway 15. To limit the impact as much as possible, crews will ensure the sidewalk at the Gore Road library parking lot is completed before the closure of the Highway 15 parking lot.

* Grenadier Drive – at Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* Henderson Boulevard – Bayridge to Days (north side) – expect limited access to the sidewalk through October as crews construct a new multi-use pathway.

* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is now closed as the City readies to repair the lower pedestrian bridge. Signage redirects pedestrians.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has erected construction fencing to close access to the pathway and waterfront at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane. The bridge will be removed at the same time. Construction will continue until fall 2021.
