Kingston Road Closures & Delays: August 13 to 27

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

  • Between Traffic Reports, check CityofKingston.ca/RoadClosures for updates (please note that no report will be issued on July 2).
  • Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

PARKS CANADA CLOSURE

Lower Brewers Swing Bridge users: Parks Canada advises that in the interests of public safety, the Lower Brewers Swing Bridge is closed effectively immediately until further notice. Temporary bridge closure signs have been installed and detour signs will be installed shortly. Parks Canada is continuing with their efforts to replace the bridge over the upcoming winter.

Closures:

* Cataraqui Woods – Gardiners Road and Clyde Ct daytime lane closures starting July 5 from 9 a.m. to 3 p.m.
* Colborne Street – Division to Chatham – closed until 7 p.m. Aug. 30 for construction staging.
* Garrett Street – near Division – closed until the end of September for construction staging for development projects on Division and Garrett. Local access is available via University.
* Gardiners Road – Princess Street to Fortune Cres. (south) nighttime closures starting Aug. 16 from 7 p.m. to 6 a.m.

* Innovation Drive – Innovation to John Marks – closed until end of day on Aug. 20 to allow for installation of a storm sewer lateral.

  • Napier to College – closed until Aug. 27 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
  • Helen to College – closed Aug. 13 to Sept. 3 for installation of underground infrastructure.
  • At Gibson – closed Aug. 23 to Sept. 3 – closed for installation of underground infrastructure. Access for local traffic only will be maintained from Sir John A. MacDonald to Gibson.

King St. West – at intersection of Front Road – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk watermain interconnection Phase 2 project.

* Lower Brewers Swing Bridge – closed until further notice. Temporary bridge closure signs have been installed and detour signs will be installed shortly. Parks Canada is continuing with their efforts to replace the bridge over the upcoming winter.

  • For access to Washburn Road (East of the Bridge): Washburn Road East of the bridge to Highway 15 remains open to local traffic only. Traffic from Washburn Road (West of the bridge), Sonneveld Road and Sunbury Road are directed to use Detour D-1 (Regional Road 12 – Sunbury Road East – Highway 15 South)
  • For access to Washburn Road (West of the Bridge): Washburn Road East of Sonneveld Road and West of the Bridge remains open to local traffic only. Traffic from Highway 15 are directed to use Detour D-1 (Regional Road 12 – Sunbury Road West)

* Market Street – Ontario to King – closed until Oct. 31 to accommodate Love Kingston Marketplace.
* Nelson Street – from Nelson to Princess (approx. 50 metres southerly) closed on Aug. 20 from 7 a.m. to 5 p.m.
* Portsmouth Avenue – Princess Street to Hampstead Heath and Princess Street to Howard Crescent closed for underground sewer installation & improvements.

* Princess Street – Centennial Drive in the right lane for east bound closed 7 a.m. to 4 p.m. from Aug. 25 to Aug. 26 for water service.
* Sydenham Street – Princess to Queen on Aug. 21 from 10 a.m. to 3 p.m. for the I Love Kingston Marketplace Music
* Willingdon Street – Earl to Johnson – closed through Aug. 20 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.

Delays:

Queen’s University has been working with the City of Kingston for the Queen’s University Move-in that is to take place over 4 days starting Sept. 1 to Sept. 4 between 8 a.m. to 4 p.m. Below is a list of the streets that are being redirected to a one-way street:

  • Bader Lane – University Ave to Albert St from 8 a.m. to 4 p.m. daily, traffic will be one-way west-bound.
  • Albert St. – Queen’s Cres. to King St. from 8 a.m. to 4 p.m. daily, traffic will be one-way south-bound
  • Stuart St – University Ave. to Albert St. from 8 a.m. to 4 p.m. daily, traffic will be one-way west-bound
  • Collingwood St. – Queen’s Cres. to King St. from 8 a.m. to 4 p.m. daily, traffic will be one-way south-bound.

Please note: Various streets in the area will have parking restrictions beginning 6 p.m. Aug. 31 to 4 p.m. Sept. 4. Signage will be in place to identify those temporary changes.

* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours into the summer as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.
* Front Road and King Street West – Sand Bay Lane to Country Club Drive – Expect significant delays due to east- and west-bound lane restrictions through 2022. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.

* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.
* Henderson Boulevard – Bayridge to Days – expect delays until Aug. 27 as crews construct a new multi-use path on the north side of Henderson.

* Highway 15:

  • Expect minor delays due to lane reductions to accommodate road and active transportation infrastructure improvements. Lane reductions will take place outside of rush hour, if possible. Details: Third Crossing website.
  • Gore Road to Highway 2 – expect delays until November to allow installation of a trunk water main by a contractor on behalf of Utilities Kingston.
  • Gore Road intersection – work at the intersection of Gore Rd. on Aug. 21 from 7 a.m. to 5 p.m. Expect traffic delays due to flagging and lane reduction
  • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.
  • Pittsburgh Public Library parking lot – closed for a week from Aug. 23 to Aug 27

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.

* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays while crews complete work associated with the road-widening project, turtle-fencing and water mains.
* Johnson Street – College to Napier – expect lane restrictions through Aug. 27 to allow a contractor to prepare for water and sewer line reconstructions on behalf of Utilities Kingston.
* King St. West – Sand Bay Lane to Country Club Drive – expect significant delays due to east and westbound lane restrictions continuing through 2021. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.

* Kingscourt Avenue – at Kirkpatrick intersection and Ruskin to Brant/Lyon – expect delays 7 a.m. to 7 p.m. daily until Aug. 27 to allow for milling and paving of the asphalt and sidewalk reconstruction at the intersection.
* Montreal Street – southwest corner at Weller – expect a lane closure 7:30 a.m. to 4:30 p.m. daily Aug. 16 to 20 to accommodate replacement of a gas main.
* Parkway – Princess to dead end – expect lane closures until Aug. 30 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Princess Street – at Parkway – will be reduced to one lane in each direction Aug. 23 to Aug. 27 from 7 p.m. to 6 a.m. Watch for some work to be completed during evening hours.

* Taylor Kidd Boulevard:

  • Princess to Collins Bay Road – expect a lane closure 7 p.m. to 6 a.m. continuing from Aug. 16 to Aug. 20 to accommodate line removal in preparation for microsurfacing.

* Weller Avenue – Montreal to Daly – expect delays and lane closures for three weeks starting Aug. 23 for a contractor on behalf of Utilities Kingston to replace a gas main in the area.

Sidewalks/Pathways:

* Grenadier Drive – at Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* – Bayridge to Days (north side) – expect limited access to the sidewalk through October as crews construct a new multi-use pathway.
* Hwy 15 – at the corner of Gore Road – closure of northwest sidewalk starting Aug. 20 – Aug 23. Sidewalk closure signs will be present.

* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is now closed as the City readies to repair the lower pedestrian bridge. Signage redirects pedestrians.
* Kingscourt Avenue – at Kirkpatrick intersection and Ruskin to Brant/Lyon – expect sidewalk interruptions until Aug. 27 to allow for sidewalk reconstruction.

* Parkway – northerly to Portsmouth and north end to William Hackett Park – closed until Aug. 31 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has erected construction fencing to close access to the pathway and waterfront at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane. The bridge will be removed at the same time. Construction will continue until fall 2021.
