Kingston Road Closures & Delays: July 12 to 16

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

* Between Traffic Reports, check CityofKingston.ca/RoadClosures for updates (please note that no report will be issued on July 2).
* Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

Closures:

* Colborne Street – Division to Chatham – closed until 7 p.m. July 30 for construction staging.
* Johnson Street – Napier to College – closed until Aug. 27 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Market Street – Ontario to King – closed until Oct. 31 to accommodate Love Kingston Marketplace.

* Napier Street – Brock to Earl – closed until July 23 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Portsmouth Avenue – Hampstead Heath to Princess and Princess to Howard Cres.– closed to north and southbound traffic. Detour routes will be in place. This closure is to accommodate sewer installation and improvements.
* Princess Street – Division to Ontario – closed 7 a.m. to 5 p.m. on July 10 for the Love Kingston Marketplace Promenade. Please note that motorists will be able to cross Princess Street at Barrie, Bagot and Ontario streets.

Delays:

* Aragon Road – Fitzpatrick to end of Aragon – expect delays continuing July 12 to 16 while crews pulverize and re-grade road in preparation for surface treatment.
* Boundary Road – 6th Concession to Sandhill Road – expect delays continuing July 12 to 16 while crews pulverize and re-grade the road in preparation for surface treatment.
* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours into the summer as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.
* Cataraqui Woods Drive – Gardiners to Clyde – expect delays due to lane closures 9 a.m. to 3 p.m.

* Daly Street – Weller to MacCauley – expect delays due to lane closure 7:30 a.m. to 4:30 p.m. until Aug. 2 for a gas main replacement.
* Front Road and King Street West – Sand Bay Lane to Country Club Drive – Expect significant delays due to east- and west-bound lane restrictions through 2022. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.

* Gardiners Road – Princess to Fortune (South) – expect delays due to lane closures 9 a.m. to 3 p.m.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.
* Henderson Boulevard – Bayridge Drive to Days Road – crews will continue to be on site July 12 to 16 to prepare for construction of new multi-use path on the north side of Henderson.

* Highway 15:

  • At Gore Road – work is scheduled 7 a.m. to 5:30 p.m. daily. Expect minor delays due to lane reductions to accommodate road and active transportation infrastructure improvements. Lane reductions will take place outside of rush hour, if possible. Details: Third Crossing website.
  • Gore Road to Highway 2 – expect delays until November to allow installation of a trunk water main by a contractor on behalf of Utilities Kingston.
  • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.
* Howes Road – Westbrook to Unity – expect delays July 12 16 as crews patch the asphalt in preparation for surface treatment to follow.

* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays while crews complete work associated with the road-widening project, turtle-fencing and water mains.
* Johnson Street – College to Napier – expect lane restrictions until Aug. 27 to allow a contractor to prepare for water and sewer line reconstructions on behalf of Utilities Kingston.

* King Street West – Sand Bay Lane to Country Club Drive – expect significant delays due to east and westbound lane restrictions continuing through 2021. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* La Salle Causeway – Public Services and Procurement Canada (PSPC) wishes to advise of an ongoing lane closure for repair work 9:30 a.m. to noon and 8 p.m. to 6 a.m. nightly through July 31. One lane remains open for alternating traffic. Watch for direction from flagpeople. Motorists should expect short delays. The bridge remains open to pedestrians and marine traffic will not be affected. Direct questions by email here

* O’Connor Drive – expect delays due to daily lane closures 7 a.m. to 6 p.m.
* Parkway – Princess to dead end – expect lane closures from July 12 to August 20 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.

* Portsmouth Avenue:

  • Old Quarry Road to Princess – expect delays until the end of July as a contractor working on behalf of Utilities Kingston installs a new sanitary sewer and upgrades water mains.
  • At Philips – expect delays 11 a.m. to 6 p.m. on July 14 as a contractor, on behalf of Utilities Kingston, completes sewer rehabilitation construction.

* Princess Street – At Portsmouth – Princess will be down to a single lane at Portsmouth in both directions. All turns will be restricted and linear traffic flow through the intersection will be maintained. This lane reduction will accommodate sewer installation and improvements.
* Quabbin Road – Unity Road to 2,078 metres west of Highway 38 – expect delays continuing July 12 to 16 while crews pulverize and re-grade road in preparation for surface treatment.

* Smith Road – Westbrook to Unity– expect delays July 12 to 16 as crews patch the asphalt in preparation for surface treatment to follow.
* Weller Avenue – Montreal to Daly – expect delays due to lane closure 7:30 a.m. to 4:30 p.m. until Aug. 2 to allow a contractor to replace a gas main on behalf of Utilities Kingston.

Sidewalks/Pathways:

* Arbour Ridge Park footpath – between the play structure and the Centennial Drive overpass – closed July 12 to 16 to allow a contractor, on behalf of Utilities Kingston, to clean and inspect the sanitary sewer as part of the Trunk Sewer Rehabilitation Project.
* Grenadier Drive – at Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* – Bayridge to Days (north side) – expect limited access to the sidewalk through October as crews construct a new multi-use pathway.

* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is now closed as the City readies to repair the lower pedestrian bridge. Signage redirects pedestrians.
* Parkway – northerly to Portsmouth and north end to William Hackett Park – closed until Aug. 31 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City will erect construction fencing to close access to the pathway and waterfront at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane at the beginning of July. The bridge will be removed at the same time. Construction will continue until fall 2021.
