Kingston Road Closures & Delays: May 30 to June 4

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

Check CityofKingston.ca/RoadClosures for traffic. Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

Traffic and pedestrian impacts this week:

Please note a Parking Disruptions section is included below this week’s Sidewalks/Pathways section.

Closures:

* Colborne Street – Division to Chatham – closed until 7 p.m. July 30 for construction staging.
* Garrett Street – near Division – closed until June 30 for construction staging. Local traffic may access Garrett from University.
* John F. Scott Road – Highway 15 to Middle (at rail tracks) – closed 7 a.m. June 1 to 5 p.m. on June 3 to allow CN Rail to rehabilitate the crossing.
* Johnson Street – Napier to Toronto – closed until July 9 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.

* MacDonnell Street:

  • Brock to Earl – closed until June 11 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
  • Brock to Johnson – closed until June 4 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.

* Market Street – Ontario to King – closed 6 a.m. to 10 p.m. on June 2 and from 10 a.m. to 7 p.m. on June 4 to accommodate filming in the area.
* Old Quarry Road – at Portsmouth – closed from June 2 to 11 to accommodate sewer installation and improvements.
* Portsmouth Avenue – Hampstead Heath to Princess and Princess to Howard Cres. – closed to north and southbound traffic. Detour routes will be in place. This closure is to accommodate sewer installation and improvements.

Delays:

* Bayridge West area – Frost, Wembley, Carnaby and Fleet –​​​​​​​ expect daytime lane closures through June 30 while crews rehabilitate the roadway and curbs.
* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours into the summer as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.

* Highway 15:

  • At Gore Road – work is scheduled 7 a.m. to 5:30 p.m. daily. Expect minor delays due to lane reductions to accommodate road and active transportation infrastructure improvements. Lane reductions will take place outside of rush hour, if possible. Details: Third Crossing website.
  • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.

* King Street – At Beverley – expect lane restrictions on May 30 from 7 a.m. to 5 p.m. to allow Utilities Kingston crews to complete electrical work. The side streets listed below will also be closed at King (except to local traffic). Albert Street will remain open. Watch for flaggers to direct traffic.

  • Beverley Street – King to Edgehill
  • Collingwood Street – King to Queen’s Crescent
  • Lower University Avenue – King to Stuart
  • St. Lawrence Avenue – King to Stuart

* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays until the summer of 2021 while crews complete work associated with the road-widening project, turtle-fencing and water mains.
* King Street West – Collingwood to Lower University – expect delays over the next few weeks as Utilities Kingston crews replace hydro poles in the area.

* – William to Princess – expect lane closures until June 4, as indicated below, to allow a contractor on behalf of Utilities Kingston to clean and inspect the sanitary sewer as part of the Trunk Sewer Rehabilitation Project.

  • William to Clarence – lane closure May 25 to 28
  • Johnson to Brock – lane closure May 28 to 31
  • Brock to Princess – lane closure May 31 to June 4
  • Side streets off Ontario Street to King – William, Johnson, Clarence, Brock and Princess – expect traffic disruptions, lane restrictions and parking space closures until June 5 to allow a contractor on behalf of Utilities Kingston to clean and inspect the sanitary sewer as part of the Trunk Sewer Rehabilitation Project

* Portsmouth Avenue – Old Quarry Road to Princess – expect delays until the end of June as a contractor working on behalf of Utilities Kingston installs a new sanitary sewer and upgrades water mains.

* Princess Street:

  • At Portsmouth – until June 15, Princess will be down to a single lane at Portsmouth in both directions. All turns will be restricted and linear traffic flow through the intersection will be maintained. This lane reduction will accommodate sewer installation and improvements.
  • Bagot to Wellington – expect the south side lane to be closed until June 4 to accommodate roof repairs.
  • At Wellington – expect brief lane restrictions until June 4 as Utilities Kingston completes work in an underground vault on the northwest corner.

* Sir John A. Macdonald Boulevard – Dalton to John Counter – expect delays 9 a.m. to 3 p.m. until June 4 as crews seal cracks in the road.

* Third Crossing bridge construction impacts: Visit the project’s website to learn more and email thirdcrossing@cityofkingston.ca to connect with the Third Crossing project team.

  • Highway 15 at Gore: expect delays as pieces of the main span of the bridge arrive. Trucks will turn off Highway 401 onto Highway 15 and then onto Gore to reach the bridge site.
  • John Counter and Sir John A. Macdonald boulevards: expect short delays as bridge girders arrive. Trucks, expected early afternoon, will turn on to Sir John A. Macdonald from Highway 401m then east onto John Counter to get to the bridge site.

* University Campus area – expect delays due to lane closures on the following streets from 7 a.m. to 3 p.m. on May 30 to accommodate work for Utilities Kingston:

  • Beverley Street – King to Edgehill
  • Collingwood Street – King to Queen’s Crescent
  • St. Lawrence Avenue – King to Stuart
  • Lower University Avenue – King to Stuart

Sidewalks/Pathways:

* Grenadier Drive – At Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is closed as the City readies to repair the lower pedestrian bridge.
* Parkway – northerly to Portsmouth and north end to William Hackett Park – closed until Aug. 31 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.

* Princess Street:

  • Bagot to Wellington – expect intermittent closures of the sidewalk until 5 p.m. on June 4 to accommodate a crane lifting materials to a roof.
  • At Wellington – until the end of May, look for construction fencing and expect pedestrian impacts on the northwest corner as Utilities Kingston works to remove and install equipment in an underground vault.

Parking Disruptions:

Please note the following parking disruptions taking place between May 31 and June 4 to accommodate filming around the downtown area:

  • Ontario/Brock Lot – May 31 to June 4, parking will be reduced to about half the lot.
  • Court House Lot – June 2 and June 3, parking will be reduced to about half the lot.
