Kingston Road Closures & Delays: May 9 to 14

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

Traffic and pedestrian impacts this week:

– May 10 to 12

Public Services and Procurement Canada advises to expect lane closures on the Causeway 9:30 a.m. to 3 p.m. May 10 to 12. One lane will remain open for vehicles and cyclists and the bridge will remain open to pedestrians. Follow the direction of flaggers.

Closures:

* Colborne Street – Division to Chatham – closed until 7 p.m. July 30 for construction staging.
* Garrett Street – near Division – closed until June 30 for construction staging. Local traffic may access Garrett Street from University Avenue.
* Johnson Street – Napier to MacDonnell – closed May 18 to July 9 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Kingston Mills Road – Daylan to Station (Kingston Mills Swing Bridge) – closed 9 a.m. to 3 p.m. on May 11 to allow for bridge maintenance by Parks Canada. Please direct questions to Allan Smollett of Park Canada Agency/ Government of Canada at 613-283-9735 or allan.smollett@canada.ca.

* Norman Rogers Drive to Holland Crescent Pedestrian Walkway – closed until May 12 for installation of new water main on behalf of Utilities Kingston (see also “Sidewalk/Pathway” closures, below).
* MacDonnell Street – Brock to Johnson and Napier to Johnson – closed May 18 to June 4 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Portsmouth Avenue – Hampstead Heath to Princess and Princess to Howard Cres. – closed to north and southbound traffic until May 14. Detour routes will be in place. This closure is to accommodate sewer installation and improvements.

Delays:

* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – Expect local traffic disruptions and minor detours as a contractor prepares to line sewer mains on behalf of Utilities Kingston. The lining of the sewers will extend into summer. Roadways will be open to traffic. Please follow signage and yield to oncoming traffic as required.
* Division Street – at Stanley – expect a lane closure on May 2 to allow Utilities Kingston to install gas service. Watch for direction from flag personnel.
* Grenadier Drive – at Windfield Crescent – expect delays while construction takes place around the Kingston East Community Centre site. Flag-personnel will be on-site to direct traffic (see “Sidewalk” impact, below).

* Highway 15:

  • At Gore Road intersection – Road construction starts this week. Work is scheduled 7 a.m. to 5:30 p.m. daily. Expect minor delays due to single lane reductions. Road improvements and active transportation infrastructure for cyclists, pedestrians, transit users and multi-modal travellers are being built as part of the Third Crossing. Any lane reductions to Highway 15 or Gore Road will be planned outside of rush hour, if possible.   • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays until the summer of 2021 while crews complete work associated with the road-widening project, turtle-fencing and water mains.

* King Street West:

  • At Beverley – expect lane restrictions as a contractor working for Utilities Kingston and Kingston Hydro works to replace a maintenance hole.
  • Collingwood to Lower University – expect delays over the next few weeks as Utilities Kingston crews replace hydro poles in the area.

* Portsmouth Avenue – Glengarry to Princess – expect delays until the end of May as a contractor working on behalf of Utilities Kingston installs a new sanitary sewer and upgrades water mains.

* Princess Street:

  • At Portsmouth – until the end of May, Princess will be down to a single lane at Portsmouth in both directions. All turns will be restricted and linear traffic flow through the intersection will be maintained. This lane reduction will accommodate sewer installation and improvements.
  • At Wellington – expect brief lane restrictions as Utilities Kingston works to remove and install equipment in an underground vault at the northwest corner of Princess and Wellington.

* Third Crossing bridge construction impacts: Visit the project’s website to learn more and email thirdcrossing@cityofkingston.ca to connect with the Third Crossing project team.

  • Highway 15 at Gore (see also “Highway 15” above): expect short delays as pieces of the main span of the bridge arrive. The trucks, expected to arrive after morning rush hour, will turn off Highway 401 onto Highway 15 and then onto Gore to reach the bridge’s job site.
  • Along John Counter and Sir John A. Macdonald boulevards: expect short delays as large trucks carrying bridge girders up to 150 ft long arrive. Trucks, expected in the early afternoon, will turn onto Sir John A. Macdonald from Highway 401 and then east onto John Counter to get to the bridge site. Each truck will have car escorts to guide it.

Sidewalks/Pathways:

* Grenadier Drive – at Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is now closed as the City readies to repair the lower pedestrian bridge after a regular inspection determined it needs repair. This pathway is closed and signage is in place to redirect pedestrians.

* Kingston Mills Road – Daylan to Station (Kingston Mills Swing Bridge) – closed to pedestrians 9 a.m. to 3 p.m. on May 11 to allow for bridge maintenance by Parks Canada. * Norman Rogers Drive to Holland Crescent Pedestrian Walkway – closed until May 12 to accommodate installation of a new water main.
* Parkway – northerly to Portsmouth and North end to William Hackett Park – closed until Aug. 31 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.

* Princess Street:

  • at Wellington – look for construction fencing and expect pedestrian impacts on the northwest corner as Utilities Kingston works to remove and install equipment in an underground vault.
  • At Portsmouth – expect delays as Princess will be down to a single lane in both directions and turning movement will be restricted until May 14.

Lower Brewers Swing Bridge users:

Vehicles such as larger emergency vehicles and school buses are no longer permitted to cross this bridge. Parks Canada advises it has decreased the load capacity of this bridge from 10 tons to 3 tons. Built in 1984 to meet code for 10 ton capacity, it does not meet today’s guidelines and structural deterioration due to its age of has further decreased its load capacity. Design work for the Lower Brewers Swing Bridge is underway and it has been designated for replacement in 2021.
