Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Traffic and pedestrian impacts this week
Love Kingston Marketplace:
As part of the Love Kingston Marketplace project, some vehicle travel lanes and parking spaces downtown have been repurposed to create additional physical-distancing space for pedestrians and for businesses:
- Clarence Street – on-street parking repurposed to accommodate a lane shift.
- Market Street – road closed to vehicles. On-street parking unavailable.
Closures:
* Baiden Street – McDonald to Mowat – closed 7 a.m. July 27 to 5 p.m. on Aug. 12 for installation of water and sanitary services to 743 King St. West.
* College Street – Union to Earl – closed until Aug. 1 for paving.
* Colborne Street – Chatham to Division – closed July 27 to 31 to complete new service connections.
* Collingwood Street – Earl to Couper – closed until 5 p.m. on July 17 for reconstruction of water main, sewer main, sidewalks and road.
* Frontenac Street – Jenkins to Princess – closed until Aug. 17 to allow for framing, masonry and interior work for 501 Frontenac St.
* Kingscourt Avenue – First to Third – closed until the end of July to allow for a contractor to install water and sewer infrastructure on behalf of Utilities Kingston.
* Napier Street – Hill to Union – closed July 27 to Aug. 10 for sanitary sewer main installation by Utilities Kingston.
* Victoria Street – South Bartlett to Concession – closed until mid-August to allow for a contractor to reconstruct water and sewer pipes on behalf of Utilities Kingston.
* Waterside Way – at Schooner – closed 7 a.m. July 27 to 5 p.m. July 31 for the installation of new sanitary main for the Riverview Phase 4 Development.
Delays:
* Concession St. – at Victoria – expect lane reductions Aug. 3-14 for a contractor on behalf of Utilities Kingston to complete water main construction.
* Cloggs Road – Creekford to the West limit – expect delays July 27 until July 31 as crews will be surface-treating the road.
* Gardiners Road – Princess to Bath – expect delays until July 31 as crews remove concrete curbs and sidewalk in preparation for new asphalt.
* Gore Road – 100m South of 500 Gore Rd. to North Limit – expect delays July 27 to 31 as crews will be surface-treating the road.
* Grenadier Drive – at Windfield Crescent – expect delays while construction takes place around the Kingston East Community Centre site. Flag-people will be on-site to direct traffic (see “Sidewalk” impact, below).
* Highway 33 – 240m east of Collins Creek Bridge to 185m west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.
* Horning Road – Full length starting from Sydenham Road – expect delays July 27 to 31 as crews will be surface-treating the road.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays until the summer of 2021, while crews construct new four-lane road and rail overpass. Use of alternate routes is recommended. Before you cross the rail tracks, please ensure there is space on the opposite side to allow you to fully clear the tracks.
* Johnson Street – Sydenham to Bagot – expect delays to continue until July 31 while crews replace the asphalt and sidewalk.
* Kingscourt area – expect local traffic disruptions and minor detours, as a contractor prepares to line sewer mains, on behalf of Utilities Kingston. The lining of the sewers will then extend into the fall. Roadways will be open to traffic. Please follow signage and yield to oncoming traffic as required.
* Landsdowne – Pine to Concession – expect delays until July 31 as crews remove asphalt and concrete sidewalk in preparation for new asphalt.
* MetalCraft Marine boat move – Starting at 11 p.m. on July 27, MetalCraft Marine will be moving a 85-foot-long, 26-foot-wide firefighting boat in two separate pieces from its workshop at 789 Sir John A. Macdonald Blvd. to Kingston Marina, 349 Wellington St. Expect delays as the boat is moved along the following route:
- Sir John A. Macdonald to Princess
- Princess to Ontario
- Ontario to Place d’Armes
- Place d’Armes to Wellington
- Wellington to Kingston Marina – Questions can be directed to MetalCraft Marine’s Eric Connell at 613-561-7065.
- Montreal Street – Railway to Joseph – expect a lane closure 7 a.m. to 4:30 p.m. July 28 to 31 for service installation.
- Olympus Avenue – Auden Park to Auden Park – expect delays to continue through July 13 to 17 as crews remove the asphalt to prepare to pave.
- Ontario Street – Queen to La Salle Causeway – northbound traffic will shift to an existing southbound lane until late 2020 to accommodate repairs to the Fort Frontenac Wall. See details of traffic control plan.
- Orser Road – Sydenham to Stage Coach – expect delays July 27 to 31 as crews will be surface-treating the road.
- 6th Concession – Shannon to Boundary – expect delays July 27 to 31 as crews will be surface-treating the road.
- Wright Crescent – YMCA southerly to Palace – expect lane closure until Sept. 18 to accommodate installation of a water main on the west/south side of Wright Crescent.
- Water main rehabilitation: Until mid-November, expect local traffic disruptions and minor detours in the following areas as a contractor completes water main rehabilitation on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic.
+ Brookside Drive – Prince Charles to the north end
+ Centre Street – Hillview to the north end
+ Fleet Street – Sussex to Lincoln
+ Glen Cove Street – Lashford to Prince Charles
+ Hillview Road – the creek westerly to the CN train tracks
+ Lashford Street – Centre to Collin’s Bay
+ Prince Charles Drive – the creek to Collin’s Bay
+ Wembly Place – Fleet to end
Parking:
Parking spaces will be installed and converted along Court St. and Richardson Beach South Parking Lot (bottom of Emily St.) during the week of July 27. This work will create additional short-term parking in the area and is expected to be completed by the end of July.
Sidewalks:
* Grenadier Drive – at Windfield Crescent – expect delays while construction takes place around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagman will be on-site to direct traffic and assist pedestrians.
* Johnson Street – Sydenham to Bagot – crews are working on sidewalk replacement.
* Kingscourt Avenue – First to Third – West sidewalk closed to pedestrian traffic until the end of July to allow a contractor to install water and sewer infrastructure on behalf of Utilities Kingston. Please follow pedestrian detours as signed on site.
* Landsdowne – Pine to Concession – crews will be removing asphalt and concrete sidewalk in preparation for new asphalt until July 31.
Lower Brewers Swing Bridge users:
Vehicles such as larger emergency vehicles and school buses are no longer permitted to cross this bridge. Parks Canada advises it has decreased the load capacity of this bridge from 10 tons to 3 tons. Built in 1984 to meet code for 10 ton capacity, it does not meet today’s guidelines and structural deterioration due to its age of has further decreased its load capacity. Design work for the Lower Brewers Swing Bridge is underway and it has been designated for replacement in 2021.
