Kingston Road Closures & Delays: Sept 28 to Oct 4

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

NOTE: Oct. 2-3 La Salle Causeway lane reductions are listed under “Delays”.

Traffic and pedestrian impacts this week:

Closures:

* Clarence Street – Ontario to Lake Ontario – closed 6:30 a.m. to 4 p.m. Sept. 26 to accommodate a crane lift of boilers to the roof of 185 Ontario St.
* John Counter Boulevard – Princess to Portsmouth – closed from Thursday, Oct. 3 to 6 p.m. on Saturday, Oct. 5. Local traffic will have access to Old Mill Road (via the new John Counter roadway), Via Rail Station and Purdy’s Court. Kingston Transit will continue to operate and will detour through the Via Rail Station.

* Film shoot closure – 6:30 to 11 a.m. on Monday, Sept. 30:

+ Market Street – Ontario to King – closed.
+ Ontario Street – Brock to Clarence – approximately six 2-3 minute closures. Kingston Police will be directing traffic. Ontario Street will reopen between film shots.

* Frontenac Street – Jenkins to Princess – closed until Dec. 2 for construction of an apartment building at 501 Frontenac St.
* King Street – The Tragically Hip Way to Place D’Armes – closed 12:01 a.m. to 11:59 p.m. on Wednesday, Oct. 2 for the Dean & Dallas show.
* Princess Street – Division to Ontario – closed 6:30 a.m. to 7 p.m. on Saturday, Sept. 28 for the Princess Street Promenade.

* Point St. Mark Drive – at Gore – The entrance/exit onto Point St. Mark Drive is closed until the end of the Third Crossing construction. Pedestrian access to the library and dog park remains open as does the sidewalk on the southeast side of Gore Road.
* Victoria Street – Princess to South Bartlett – closed until mid-November. See Victoria Street listing under “Delays section” for more details.

Delays:

* Bath Road (Westbound lanes) – from 275 metres east of Gardiners to just past Days – expect minor delays and lane restrictions while accessing businesses on the north side of Bath Road while Fer-Pal Construction Ltd. completes work on behalf of Utilities Kingston to reline the local water main. Expect lane restrictions at the Bath Road and Days Road intersection.

* Bath Road Westbound at Days Road – Right lane closed while crews are working in the area.
* Days Road Northbound at Bath Road – Left lane onto Bath Road westbound reduced to one lane while crews are working in the area.

* Crack-sealing – continues 6 p.m. to 7 a.m. until Oct. 4 on the following streets:

+ Cataraqui Woods Drive
+ Greenlees Drive
+ Princess Street – Taylor Kidd to Bayridge
+ Westbrook Road

* Gibson and Oakridge avenues – expect delays while Utilities Kingston replaces a water main in the area.
* Highway 401 – at Highway 38/Gardiners Road – expect lane closures on the 401 until November 2020 and delays of up to 10 minutes nightly from 7 p.m. to 6 a.m. on the westbound 401. A new carpool lot will open here Nov. 30, 2019. Ontario highway updates are offered by the Ministry of Transportation.
* Highway 15 – Highway 401 to 500m north of Burnt Hills – expect daily lane closures weekdays through November for culvert replacement and rehabilitation.

* Jackson Mills Road – Bur Brook Road to 400m south (near the K&P Trail) – reduced to one lane for roadside safety improvements. Both directions remain open.
* John Counter Boulevard – Princess to Indian – expect increased delays until the summer of 2021 while crews construct a new four-lane road and rail overpass. MOTORISTS: Don’t get stopped on the tracks! Ensure there is enough space on the opposite side before crossing.

* Johnson Street – Oakridge to Gibson – expect disruptions Sept. 30 to Oct. 4 while a contractor for Utilities Kingston works on a restoration project related to the Oakridge/Gibson water main project.
* Johnson Street – Sydenham to Bagot – expect minor delays and lane restrictions while Utilities Kingston crews prepare to reline the local water main. Johnson Street will be reduced to a single lane when crews are working in the area.

* La Salle Causeway – expect delays due to lane reductions 9:30 a.m. to 3 p.m. Oct. 2 and 3 to allow for work by Public Services and Procurement Canada (PSPC). To minimize disruption, there will be no lane reductions during peak hours. Please follow the direction of flag people at the site. The bridge remains open to cyclists and pedestrians and marine traffic will not be affected. This schedule is weather-dependent and work may be postponed by a day. PSPC encourages users to exercise caution when travelling on the bridge and thanks them for their patience. Questions can be directed to this email address.

* Old Mill Road – expect delays until mid-October to allow crews to adjust the road elevation to match the new section of John Counter Boulevard.
* Stanley Street – Landsdowne to Division – expect delays as Utilities Kingston installs a water main.

* Strathcona Park water main relining – expect minor traffic delays on the following streets while Fer-Pal Construction Ltd. completes work on behalf of Utilities Kingston to reline the local water main:

+ Elizabeth Avenue – from Jane to Avenue Road
+ Jane Avenue – from Kings Gate /Nottingham to Avenue Road
+ McMahon Avenue – from McMichael to Avenue Road

* Sydenham Road – north of 401 – expect minor traffic delays on the streets below while Fer-Pal Construction Ltd. completes work on behalf of Utilities Kingston to reline the local water main:

+ Mildred Street – from Sunnyside to Sydenham Road
+ Audrey Street – from Floyd to Jesse
+ Jesse Crescent – from Mildred to the end
+ Floyd Avenue – from Mildred to Sunnyside

* Union – at Gardiner Street – expect delays 7 a.m. to 3 p.m. on Sunday, Sept. 29 as gas main excavation work by Utilities Kingston may restrict traffic flow.
* Victoria Street – Princess to Concession – expect minor delays, lane restrictions and road closures (see above) throughout the fall while contractors for Utilities Kingston work to replace sewers and water mains in the area. Drivers should also expect lane restrictions at the Princess/Victoria intersection.
* Westdale Avenue – expect delays until late October while crews pave the road.

Sidewalks and pedestrian pathways:

* Bath Road – North Sidewalk – 275m east Gardiners to just past Days – expect localized sidewalk closures.
* Lochinvar – Inverness East to Inverness West – crews will be removing and replacing sidewalks through Oct. 4.
* Stephen Street – Cowdy to Patrick – crews will continue to reconstruct a sidewalk through Oct. 4.

* Strathcona Park water main project – Fer-Pal Construction Ltd is completing work on behalf of Utilities Kingston to reline and install new water mains to improve the water distribution system in this area:

* Expect localized sidewalk closures on these streets:

* Elizabeth Avenue – from Jane to Avenue Road
* Jane Avenue – from Kings Gate/Nottingham to Avenue Road
* McMahon Avenue – from McMichael to Avenue Road

* Expect the pedestrian access pathways to be closed in these locations:

* Gretna Green to Indian Road
* Stormont Avenue to Westmoreland Road, through O’Connor Park
