Weather-Based Winter Parking Restrictions Begin December 1

The City of Kingston’s weather-based on-street overnight winter parking restrictions will take effect on Sunday, December 1.

Under the policy, overnight on-street parking is banned during January and February regardless of weather conditions. In December and March, restrictions will be enforced only when weather and road conditions necessitate them. During a ban, parking on city streets is prohibited from 1 a.m. to 7 a.m., with an earlier start time of 12 a.m. for streets surrounding Kingston General Hospital. Vehicles left on the street during a ban are subject to ticketing and towing.

This system was initially implemented as a pilot project during the 2022-2023 and 2023-2024 winter seasons. On October 1, Kingston City Council approved the approach as a permanent measure.

“Crews need to be able to safely and effectively respond to winter weather, and keeping vehicles parked off streets is a crucial element of that. However, we know that during December and March, we often have periods of time where no winter maintenance is required,” said Karen Santucci, Director of Public Works and Solid Waste. “By utilizing a weather-based parking system, we are able to uphold our winter maintenance standards while permitting parking when it’s safe to do so.”

The City will announce parking bans in advance on the afternoon before they take effect. Notifications will be provided through news releases, the City’s winter parking page, and social media platforms. Residents can subscribe to the City’s newsletter to receive updates directly via email.
