Kingston Road Closures & Delays: July 25 to 30

Following is a list of road construction projects and events provided by the City of Kingston that are expected to have an impact on traffic flow next week:

Motorists, cyclists and pedestrians: review the listing of streets and related messages below for travel information of interest to you.

* Between Traffic Reports, check CityofKingston.ca/RoadClosures for updates (please note that no report will be issued on July 2).
* Significant City or Utilities Kingston-related traffic disruptions will also be sent out on the City’s Twitter feed @CityofKingston.

Closures:

* Colborne Street – Division to Chatham – closed until 7 p.m. July 30 for construction staging.
* Graham Street – Brock to Johnson – closed until Aug. 6 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Johnson Street – Napier to College – closed until Aug. 27 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* King St. West – at intersection of Front Road – closed until June 29, 2022 for the construction of Utilities Kingston’s Portsmouth Pumping Station flow direction project and Front Road trunk water main interconnection Phase 2 project.

* Market Street – Ontario to King – closed until Oct. 31 to accommodate Love Kingston Marketplace.
* Ontario Street – Clarence to Johnson – closed for the Love Kingston Marketplace on July 30, 31 and Aug. 1 from 4 to 11:59 p.m. and Aug. 2 from 11 a.m. to 8 p.m.
* Portsmouth Avenue – Hampstead Heath to Princess and Princess to Howard Cres. – closed to north and southbound traffic. Detour routes will be in place. This closure is to accommodate sewer installation and improvements.

* Rose Abbey Drive – Grenadier to Gore – closed 8 a.m. on July 27 until 5 p.m. July 30 for the installation of four new water and sewer services by Utilities Kingston.
* Regent Street – Brock to Johnson – closed until Aug 13 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.
* Victoria Street – Princess to Durham – closed 7 a.m. to 5 p.m. July 28 to allow a crane lift of building materials.
* Willingdon Street – Earl to Johnson – closed until Aug. 6 for water and sewer reconstruction by a contractor on behalf of Utilities Kingston.

Delays:

* Aragon Road – Fitzpatrick to end of Aragon – expect delays continuing July 23 to Aug. 3 while crews pulverize and re-grade road in preparation for surface treatment.
* Boundary Road – 6th Concession to Sandhill Road – expect delays continuing July 23 to Aug. 3 while crews pulverize and re-grade the road in preparation for surface treatment.
* Calvin Park, Grenville Park, Hillendale, Polson Park and Strathcona Park – expect local traffic disruptions and minor detours into the summer as a contractor prepares to line sewer mains on behalf of Utilities Kingston. Please follow signage and yield to oncoming traffic as required.
* Daly Street – Weller to MacCauley – expect delays due to lane closure 7:30 a.m. to 4:30 p.m. until Aug. 2 for a gas main replacement.

* Front Road and King Street West – Sand Bay Lane to Country Club Drive – expect significant delays due to east- and west-bound lane restrictions through 2022. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* Gardiners Road – Princess to Fortune (South) – expect delays due to lane closures 9 a.m. to 3 p.m.
* Grenadier Drive – at Windfield Crescent – expect delays to allow construction of the Kingston East Community Centre site. Flaggers will direct traffic.

* Highway 15:

  • At Gore Road – work is scheduled 7 a.m. to 5:30 p.m. daily. Expect minor delays due to lane reductions to accommodate road and active transportation infrastructure improvements. Lane reductions will take place outside of rush hour, if possible. Details: Third Crossing website.
  • Gore Road to Highway 2 – expect delays until November to allow installation of a trunk water main by a contractor on behalf of Utilities Kingston.
  • Washburn Road to Sunbury Road – expect single-lane reductions until November to accommodate the Rideau Canal Backwater Culvert project.
  • Wellington to Main (Barriefield) – expect lane closures 7 a.m. to 5:30 p.m. daily until July 30 to facilitate the installation of water main on the west side of Highway for a Utilities Kingston project.

* Highway 33 – east of Collins Creek Bridge to west of Coronation Boulevard – expect delays due to construction to improve drainage. Construction barrels and flag-people will direct traffic around the work zone. Ontario highway updates are offered by the Ministry of Transportation.
* Jackson Mills Road – near the K&P Trail – reduced to one lane for roadside safety improvements but remains open in both directions.
* John Counter Boulevard – Princess to Indian – expect delays while crews complete work associated with the road-widening project, turtle-fencing and water mains.
* Johnson Street – College to Napier – expect lane restrictions until Aug. 27 to allow a contractor to prepare for water and sewer line reconstructions on behalf of Utilities Kingston.

* King Street West – Sand Bay Lane to Country Club Drive – expect significant delays due to east and westbound lane restrictions continuing through 2021. A contractor is installing water and wastewater infrastructure on behalf of Utilities Kingston.
* Kingscourt Avenue – at Kirkpatrick intersection and Ruskin to Brant/Lyon – expect delays 7 a.m. to 7 p.m. daily from July 26 to Aug. 27 to allow for milling and paving of the asphalt and sidewalk reconstruction at the intersection.

* La Salle Causeway – Public Services and Procurement Canada (PSPC) wishes to advise of an ongoing lane closure for repair work 9:30 a.m. to noon and 8 p.m. to 6 a.m. nightly through July 31. One lane remains open for alternating traffic. Watch for direction from flagpeople. Motorists should expect short delays. The bridge remains open to pedestrians and marine traffic will not be affected. Direct questions by email here
* Parkway – Princess to dead end – expect lane closures until Aug. 20 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.

* Portsmouth Avenue:

  • Old Quarry Road to Princess – expect delays until the end of July as a contractor working on behalf of Utilities Kingston installs a new sanitary sewer and upgrades water mains.
  • At Princess – expect delays from Aug 2 to 5 for paving by a contractor working on behalf of Utilities Kingston following the installation of a new sanitary sewer and upgrades to water mains.

* Princess Street – At Portsmouth – Princess will be down to a single lane at Portsmouth in both directions. All turns will be restricted and linear traffic flow through the intersection will be maintained. This lane reduction will accommodate sewer installation and improvements.
* Quabbin Road – Unity Road to 2,078 metres west of Highway 38 – expect delays continuing July 23 to Aug. 3 while crews pulverize and re-grade road in preparation for surface treatment.
* Weller Avenue – Montreal to Daly – expect delays due to lane closures 7:30 a.m. to 4:30 p.m. until Aug. 2 to allow a contractor to replace a gas main on behalf of Utilities Kingston.

Wolfe Island Ferry:

Expect longer than usual waiting times on the Civic Holiday weekend as higher volumes of traffic are expected travelling to and from Wolfe Island. Consider alternative transportation options such as walking on the ferry and using public transportation. Parking is available in Kingston (https://www.cityofkingston.ca/residents/parking) . Sidewalks/Pathways:

* Grenadier Drive – at Windfield Crescent – expect construction around the Kingston East Community Centre site. The sidewalk on the south side of Grenadier Drive may be restricted weekdays from 7 a.m. to 5 p.m. A flagger will be on-site to direct traffic and assist pedestrians.
* – Bayridge to Days (north side) – expect limited access to the sidewalk through October as crews construct a new multi-use pathway.
* 100 Foot Park pathway – The lower pathway (nearest the waterfront) is now closed as the City readies to repair the lower pedestrian bridge. Signage redirects pedestrians.

* Kingscourt Avenue – at Kirkpatrick intersection and Ruskin to Brant/Lyon – expect sidewalk interruptions until Aug. 27 to allow for sidewalk reconstruction.
* Parkway – northerly to Portsmouth and north end to William Hackett Park – closed until Aug. 31 to accommodate construction of the North End Trunk Sewer by a contractor on behalf of Utilities Kingston.
* Portsmouth Waterfront Pathway – to accommodate pathway and shoreline improvements, the City has erected construction fencing to close access to the pathway and waterfront at the foot of Mowat Avenue and Yonge Street and east of Lakewatch Lane. The bridge will be removed at the same time. Construction will continue until fall 2021.
